Terry brings more than forty years of experience as a Kansas lobbyist, public affairs specialist, and association executive. Throughout her career, she has built trusted relationships with legislators, state agencies, and community leaders across Kansas, earning a reputation for her integrity, persistence, and results-oriented approach.


Before founding TERRY HUMPHREY Public Affairs Group, Inc. in 2010, Terry spent more than two decades representing professional and trade associations at the Kansas Statehouse, including ten years with the Kansas Manufactured Housing Association and RV Council and fifteen years with the Kansas Trial Lawyers Association.


Her work has spanned a wide range of policy areas, including tax policy, transportation, land use and planning, insurance, workers’ compensation, healthcare, mental health, public safety, and economic development. She has successfully guided clients through complex legislative challenges, advancing initiatives that strengthen Kansas communities and defeating measures that could cause harm.


Terry’s collaborative leadership style and deep understanding of the legislative process make her a trusted advocate for cities, nonprofits, and businesses alike. Driven by a genuine commitment to good governance and meaningful progress, Terry approaches every issue with focus, energy, and a determination to help her clients succeed.

Reily is a graduate of Vanderbilt University with a B.A. in Public Policy Studies, who combines policy expertise with strong communication and research skills to deliver effective, data-driven advocacy. Reily has lobbied in the Kansas Statehouse for multiple sessions, building trusted relationships with legislators, agency officials, and clients alike. Known for her collaborative approach and attention to detail, she helps clients navigate complex policy issues and stay ahead in a fast-changing legislative environment.


Outside of work, Reily enjoys reading, watching international dramas, and spending time with her dog, Casey. Her curiosity and love of learning extend beyond the Capitol—she’s always exploring new ideas and connections that make her a creative problem solver and thoughtful advocate.

She holds both undergraduate and graduate degrees in social work and

Kora is a seasoned macro-level social worker with a decade of experience in various human service roles, including behavioral health, substance abuse rehabilitation, disability services, youth educational instruction, and homeless services. She holds both undergraduate and graduate degrees in social work and obtained her license in April 2023. Kora is also a registered Notary Public in Missouri and Kansas. Currently, Kora is pursuing a Master of Public Administration (MPA) at the University of Kansas, with an expected graduation in spring 2025. Her MPA program includes a graduate certificate in both Public Policy and Public Health Practice. After completing her MPA, she plans to apply to a Doctorate of Social Work (DSW) program. Kora's career goals include working in public policy and holding political office.

HISTORY

From 1994 to 2009, Terry served as executive director for the Kansas Trial Lawyers Association, a high-profile statewide professional association. While there, she established strong, bipartisan relationships with legislative leaders and positioned KTLA as a public policy expert. Despite a very challenging political environment, KTLA passed major civil justice legislation and defeated or amended challenges to the tort system and other workers' compensation and civil justice laws. 


From 1984 to 1994, Terry served as executive director and lobbyist for the Kansas Manufactured Housing Association and RV Council, a statewide trade association representing manufacturers, retailers, suppliers, transporters, financial institutions, insurance companies, and park owners. During her tenure, the association won passage of a number of key laws and regulations, including $2.5 million in annual sales tax exemptions, the Kansas Manufacturing Housing Act, and tax relief for RV owners.
